Issue: Terrorism: Prevention
The threat of international and home grown terrorism is increasing continuously. There is a need to improve existing and create new ways to prevent acts of terror. This issue area will address topics related to preventing terrorism.
One of the ways to decrease the threat of terrorism, before acts of terror are undertaken, is to involve the citizens of all countries in alerting national and international authorities of the activities of individuals and groups oriented towards undertaking acts of terror. It is proposed that both national and international secret witness programs be established, where individuals who secretly reveal potential terrorist activities are rewarded with cash in an amount equivalent to US $25,000 for each person convicted of participating in the planning of such an activity, and an additional US $100,000 award if an event about to occur within days to weeks is caused to fail.
